The Cost of Convenience

Over the past decade, UPI has transformed the way India makes payments. From small neighbourhood shops to large businesses, digital transactions have become faster, simpler and more accessible. However, as the ecosystem grows, an important question is emerging: How can UPI remain affordable for users while supporting the infrastructure required for long-term innovation and security?

Understanding MDR and Its Implications

Merchant Discount Rate (MDR) is a small fee charged on certain digital transactions. It helps support the payment ecosystem, including the banks and service providers involved in processing payments.

The proposed introduction of a 0.4% MDR on UPI transactions above ₹2,000 brings this discussion into focus. While the measure could contribute to the financial sustainability of digital payments, it also raises concerns about how these costs might affect merchants and consumers.

Balancing Sustainability and Inclusion

The central issue is not simply whether UPI should remain free or introduce charges. It is how those charges are structured and where the financial burden ultimately falls.

The proposed ₹1 lakh monthly exemption for small merchants is an important consideration. As businesses grow, they should not face disproportionate costs that discourage digital adoption.

At the same time, any revenue generated through MDR should ideally contribute to strengthening cybersecurity, preventing fraud, improving payment infrastructure and supporting innovation.

Looking Ahead

India’s digital payments ecosystem has been built on accessibility and convenience. Preserving these strengths while creating a financially sustainable model will require thoughtful policymaking and collaboration between financial institutions, businesses and regulators.

The real question is not whether UPI should be free or paid, but whether India can build a payment ecosystem that remains inclusive, resilient and sustainable as it evolves.
